What is the best glue to set ballast in place?

The best glue to use for setting ballast in place is one specifically designed for that purpose, such as Noch's Ballast Glue or Deluxe Materials' Ballast Bond.

Whether or not it is really necessary to use such a product is another question, and the answer has to be no it isn't. Anybody can make a similar mix using PVA, water and a few drops of washing up liquid to break down the surface's tension.

The advantage of using a dedicated product is knowing that the mix will be the correct strength every time, and more importantly, that it will dry clear.
