I always say look at nature for the answer: in real life, trees can be as tall as your house or smaller than your shed. There is no right or wrong, some trees can be four of five storeys high. Most people tend to go too small.
With any layout, it comes down to perspective, so add smaller trees further away and larger trees at the forefront, this will give the viewing eye depth of field and make the layout appear larger than it actually is and create a more believable landscape.
This is why many manufacturers of model trees say that their trees are suitable for any scale layout.
