There are figures on the market designed purely for populating coaches.
The ones that spring to mind are the Noch passenger figures which are all seated minus their lower legs which helps them to sit nicely on any coach seat.
You could obviously also get any other seated figure and cut the legs so they fit better. The missing legs will not be noticed as the figure will be seen through the coach window, so the bottom part is hidden.
HO figures may be better suited than OO gauge figures as they are slightly smaller, which means they will be easier to fit inside the tight space available.
